After setting "Date and Time Format" to Advanced, additional fields (to enter time format) appear in wrong position (at the top of screen). The issue doesn't exist in original OS Ticket.

Thank you for the screenshots.
That bug will be fixed in the next release. But in the meanwhile, if it is bothering you, please add the following to Admin Panel > Theme > Custom CSS:
.settings-page .form_table.settings_table {
display: block;
}
