After upgrading to 1.17.2 all of our email notifications have a malformed "From" address. Seems to be related to UTF-8 encoding somehow.
I've tried deleting and recreating the email configuration but still persisting. Anyone have any ideas on where I can look to troubleshoot this?

Someone helped me over in the osTicket forums. If anyone else runs into this, here is the issue:
